No way to get single entry to them through Malaysia embassy and enter Malaysia all together?

Dear EMGS
I am a PhD candidate, asking about dependent visa, can I apply for it after I get my eVAL directly or I have to enter Malaysia first and want until my visa reaches 100%.

  U will have to enter Malaysia. Do ur medical screening and once ur process reach 100% then u have to apply for ur dependent.
