It is necessary to get VAL and after getting VAL then you may apply for visa . You wont get visa if you havent receive the VAL yet .

Please take note that you are not required to obtain SEV from Malaysian Embassy in India. You will be issued a Visa On Arrival upon arriving in Malaysia. You may also refer to Malaysian Embassy in your country regarding this matter. Thank you.

Please be advised that if your passport country of origin is India, then you are not required to obtain SEV. You will be given Visa On Arrival upon arriving in Malaysia. You may also contact Malaysian Embassy in your country for more details. Thank you.

Also plz let us know if student belongs to Pakistan…dies he require to get SEV?
