I’m pretty sure after all payments, you need to email your institution and tell them to proceed, since you have submitted everything from your end. So not to worry, everything will go smoothly.

The EVal & visa issuance, you may need to ask the EMGS officer. So will wait for EMGS officer to reply.

Probably you need to go to your University and seek for clarification.

The main reason could be high volume of application. So there are more students whose been stuck at 80%. But not to worry, everything will go smoothly. If anything urgent then you can ask for escalation process which needs a valid reason.

Mine also stuck at 80% from 17-18 working days. I had to go to EMGS One Stop Center and expedite the process. Just now it went to 90%. Hopefully to get my passport back by today or tomorrow. So same thing goes for you. If you have a valid reason then you can expedite.
