Your EMGS won’t get 100% until you get in to Malaysia and Finish your pre-arrival medical in Malaysia . So if your process get 70%(means your eVAL is ready to download and obtain SINGLE ENTRY VISA to Malaysia) ,then you can go to the Malaysian Embassy in your country and apply for SEV, you can get your visa within a week.
