Did you apply for s VAL yourself or via university? If you applied for it through your university then EMGS must’ve sent them a reason for rejection which is usually a deficiency of documents or problems in verification which can be sorted out. You don’t need to create a new application. Just find out the reason for rejection and try resolving the issue. All the best! 👍🏻

At what percentage was it rejected ? You don’t have to start a new application .. just know the reason and solve it accordingly, hopefully it will be okay
