You have to cancel first application. For that your institution has to send cancelation letter to EMGS and then EMGS to immigration.

I have SEV of tourist visa. My VAL is also approved. What should i do now? Can i get student pass on visit visa??

  Sev of tourist visa? No such thing. Sev and tourist visa is 2 diff thing. And no you cannot get student pass on visit visa. U will be stamped with the validity as same as your SEV (in my case they stamp me 3 months to facilitate with student pass endorsement same as whats written on SEV)
