Please take note that the percentage will increase to 70% when your VAL has been collected/couriered to your institution. you are required to obtain a Single Entry Visa prior to arrival (If applicable). The VAL should be within the validity period upon arrival and medical screening should be attended within 7 days of your arrival.
Kindly be informed that you are required to obtain Single Entry Visa (SEV) (if applicable) once you receive the Visa Approval Letter (VAL) from your institute. Upon arrival at the airport/entry point in Malaysia, you will be required to show your Visa Approval Letter (VAL) at the immigration checkpoint. A Special Pass will be stamped in your passport to give you a valid stay while you process your student pass. The validity of this special pass can range between 14 to 30 days. This is at the discretion of the Immigration Department.
Once you have arrived in Malaysia, you have 7 days from your entry date to attend a medical screening at a EMGS panel clinic. After you pass the medical screening, EMGS will notify your university to submit your passport to EMGS for Student Pass sticker endorsement. In some cases, EMGS will prepare a supporting letter for self-endorsement, which means your university will visit the State Immigration to proceed with the Student Pass Endorsement. Your Student Pass will replace the temporary special pass which you received at the point of entry.
Once your student pass has been issued, EMGS will issue your student identity card (your iKad). You will also receive the insurance card (if you have opted to purchase Insurance through EMGS). We are unable to advise you the specific time frame to complete 70% to 100% as it all depends on actions taken by your institute and yourself to submit the documents and passport to EMGS upon arriving in Malaysia in order for us to submit your passport to the Immigration Department for the Student Pass sticker endorsement. If every document is perfect, it will take approximately 10-15 days.

From what I understand is, it won’t reach 100%. 70% is the last stage which means your VAL is issued you just wait the university to email it to you
