Ask your university to apply for you via my travel pass website, or it possible to apply by yourself,
When you go to my travel pass website click on Higher education institution (dependent)
Then read all the instructions

I applied via international office of my university, then the university submitted my file to immigration not to EMGS, as the all universities in KL should to submit to EMGS

I applied for my family last week , the immigration received my file normally and they said the dependants visa is available to apply.

I don’t know about link, but yesterday I called immigration and asked them about that, they said it is available to apply.
I am student at Pahang and we refer directly to immigration for dependants visa not via EMGS.
As i heard the universities at KL should apply for dependants visa by EMGS.
