I am a new international student, I got my visa stamped. Please let me know when should I book my flight ticket? I heard that quarantine operational cost will be waived off after 15? Is it true. Also I need to ask, my uncle lives in kl, can I give his home address when I apply for home quarantine?

U should get in touch with your institutional representative and they will tell u exactly about this thing…

Quarantine is compulsory for international students. You have to apply for quarantine by the guidelines provided by your respective university.
