What is the process of applying VAL from inside Malaysia for a dependent of an expatriate?

Anyone applied for VAL from inside Malaysia? Is it the same like offshore applicants?

  I have VAL. Soon will be one month like this.

    I’m not in Malaysia

  Please note that applicants inside Malaysia are required to apply visa application through the institution. Kindly refer to your institution for clarification.

    But both EMGS and Institute advised me to apply for VaL via EMGS as a new applicant .
