Brother, if your visa application is rejected but the option for ‘ appeal ‘ is open then you cam appeal to emgs. If it is closed that means cannot appeal. Brother as your application is new i think you should communicate with the IO office of your college. They are dealing with this stuffs for a very long time so they know what to do.
