My Visa processing is in the immigration department since almost one week and the percentage is steady at 35% and doesn’t change .Does it mean that there’s a problem???

I am still waiting my Visa though my proposal has been approved 3 weeks ago. I am trying to follow up the Visa processing procedures but un fortunately it doesn’t work well. Any recommendations might help me to fix the problem????
