I am also predicted Candidate at USM into MSc Chemical Instrumentation. Regarding Tuition Fees you can even before entering into Malaysia through E-payment. But I am advicing you to pay it when you come to Malaysia. Keep in mind the date line of paying it is 8 September.

You can search on google any univ.that provide schloarship for international students.
