Buddy I am not sure whats your question.
Assuming that you refered to 60% progress, you will reach 70% in a day or two. After that ask your uni to send you VAL. With that VAL go to nearest Malaysian embassy and apply for Single Entry Visa. You should get that in 5 -7 days.

@Ahmed thanks for suggestions. I am a Phd student and some of these universities do not offer Phd programs. Rest are too expensive for me. I prefer to stick to public universities in Malaysia which have highest QS ranking among universities in Malaysia. Good luck for your studies!

You must understand that your visa is issued by coordination of your university, EMGS and Immgiration department. Usually its takes around 42 days. In some cases even less than that. Thus I feel safe to give range of 6-12 weeks foe VAL to be granted to student.
