I had the same issue when downloading with my phone. This is most likely because the download option is not compatible with mobiles, because then I tried on my laptop and I downloaded it.

Please be informed that you are advised to download the eVAL via the EMGS application tracker: https://educationmalaysia.gov.my/emgs/application/searchForm/
You are required to key-in your Passport number and select your nationality in order to retrieve your application record.

It should take 3 working days for eVAL to be ready in the account. Do use desktop for downloading purpose.
