Is it the only university that requires the payments before the submission of the VAL ?

Actually through a middleman first. Then I contacted the university and they told me the same thing and now I am trying to convince so that I can pay after I reach there. Do you have any idea ?

Sorry , what’s SEV mean ?
Single entry visa.
You need SEV to enter Malaysia for study purpose or a stay duration more than 30 days. In order to get a SEV, you need a valid VAL.
SEV: Single Entry Visa.
Val is just a letter that states that the immigration allows you to come study .. it’s not a visa .. to obtain the actual visa you must get in the country.. with single entry visa 🙂
