I think you should cotact with emgs or univercity because as a i know the percentages mostly turn from 35 to 60 not between. 35 and 60, so maybe there woulld be some mistake in your docoments.

I applied for my val on 22 august 2017.
After three days reached 35, again after three working days 60%, next working day 75%.
