EMGS website says it takes around 14 working days but actually for some cases it is over 2-3 months. Who makes the delay actually, University or EMGS?

Emgs will accept submission at least 3 months before intake. If u say intake is May then maybe middle February or end of February will only they accept your documents and process it. They wont entertain submission more than 3 months than intake date.
