I am not sure about UPM, but for USM the registration system will be closed on 23/9/2019. hope someone from UPM can answer your question.

I am going to Upm. And how many days lateness is acceptable? Registration date is from 26th August to 6th September.

For me it took 4 working days

Mine took 8 working days and that was due to some missing document.
