It will depend on your university. For me, I have the choice of both.

80% means your eVAL is available for download, and yellow band means documents are pending. These documents are you post-arrival medical evaluation report and student bond. Both these documents will be processed once you have arrived in Malaysia and completed the university registration process. So don’t worry about the yellow band at this stage.

There is another issues given there..
CURRENT PASS:
1) The institute is required to submit a copy of the passport page that shows the Date of Entry and Valid Pass to EMGS in order for us to prepare the supporting letter.
