If you\’re a visa free national you can collect the eVal and come in Malaysia.
If you need a visa to come in Malaysia, you have to get SEV at the nearest Malaysian embassy.

It doesn\’t matter if there is no Malaysian embassy in your country, if you\’re a visa required national, you have to get SEV before going to Malaysia and you can get it the nearest embassy (e.g neighboring states).
