I would like to know if is it allowed to come back to Malaysia while the travel authorisation not completed yet

  All international students are allowed to enter Malaysia except travelers arriving from India, UK, Bangladesh, Pakistan, Nepal, and Sri Lanka.

    So, is it allowed to enter Malaysia while my travel authorisation still 40% .
    I am a University student
