Mine is 7 days
This is what I got today when mine changed to 35%:
“Your application for Visa Approval Letter (VAL) has been submitted to the Immigration Department of Malaysia for approval purposes.
The issuance of your VAL is entirely at the discretion of the Immigration Department and it will take approximately 7 – 10 working days from 14/09/2017 for the application to progress to the next stage. Kindly note that the process may be delayed if the Immigration Department requires additional document(s) or any clarification.”

wait for being 70% means val approved and your university will send you val and after getting val go to malaysian embassy in your country with yout passport and they will issue you sev then you can fly to malaysia 🙂
7 to 10 working days hopefully your val will be approved 🙂
