You can travel to Malaysia after you get eval+single visa entry/evisa.
Expreince of colleagues show that the period is more than 14 working days. Basically, if any document or clarification is required before 35% green, then the application is on hold until the issue is resolved. If at any time yellow color shows on the progress, then add 3-5 working days.

Hello Halim. A proof of payment should be sent to emgs.
If you have made the payment directly through the emgs bank, you have to send the proof to your university and your university will send it to emgs.-
Do u have any idea how long it take to get dependent pass incase if u r a mother,they consider it on priority basis or not?

Talk to your university since it is the one that is in drect contact with the immigration department and can tell them about your situation. Hope it works.
