You may apply for eval by registering on the emgs website and it would cost you around 2000+ myr. However, this is applicable to only new students who have offer letter. This is not applicable to progressional or renewal visa. Usually if you have offer letter from private University, they will apply for you.

  Try to get SEV from pakistan and renew your visa at institute after arrival..
  This will save your time.
