I advice you to contact EMGS directly via email as soon as possible before they submit it to immigration department, if they did then you can’t cancel the VAL until it getting approved
Thanks for information. Oh no. Yesterday EMGS sent it to immigration department. After getting VAL can I cancel it? My university is UTM. Now I changed my mind. I will go to IIUM. What should I do?
Bear in your mind that the VAL vaild until 6 months so if you don’t change your university then you still can use it up to 6 months.
Anyway also as I advised you sent an email to EMGS to let them know, Hopefully they can cancel it before it approved if it possible which I’m not quite sure about.
Besides you need a new offer letter from iium which may not sure 100 % that you can get, so if the EMGS can’t cancel the VAL before it approved, I advice you to let the process run smoothly and when you get the new offer letter from iium you can require for cancelation

2. I think no, even when the first one became invalid
3. Yes for sure you have to pay full charge for the new one
