Hello Fahd. In order for emgs to help you, it is advisable that you send them am email indicating your passport number. As you await emgs response, we, the students, would share with you what we know about the process.
In light of emgs answers to this question in the past, the process starts with you requesting the current university to cancel your val applicatiom with emgs. Once the val is canceled, you will need to apply for a new val with the new offer from the other university. You might be requested to submit the new offer for cancelation.
More details answering your question are available at emgs website. Anyways, as I have suggested, the process should start with your current university.

Concerning your question about time, it does not differ but might take shorter/longer times depending on the responsiveness of the university to emgs prompts for additional documents. On top of which, your application should be complete and error proof.
Thank you very much. I am a fraid that I will withdraw from USM and new Eval take time until March then my new offer expery
In this case, liaise also with the new University and see if they can send you an updated offer with a longer validity period.
