Its not story every universty in malaysia must have a KDN license from the government every year or two thy have to renew that license so some of the student cases stucked due to the license. Have you checked the applicarion tracking

Payment must be pending from your institution ask them to pay emgs fees if they are having a license issue then it wont get started untill they renew thr license

What is the story of license issue?-
