You will have to fill up the re-apply application form from the institution, since you are progressing from foundation to degree. And yes you will need to pay the visa fee again.

SEV needs to be obtained from the nearest malaysian embassy or high comission, as soon as you download your eval. Getting the sev through embassy directly requires 3 to 4 days max… but some countries require you to get the sev through agents and that takes a little longer plus additional fees too. 🙂

  I don’t have an embassy in my country , and i was only instructed to obtain VAL so here goes my question after obtaining my VAL am i be to be required to get an SEV ?
