My situation right now:
-I’m a returning student. My old passport and student pass has already expired
-I applied for student pass renewal using my new passport. I already have a valid student pass now
-I’m in my home country right now
-they said I need SEV to go to Malaysia
-EMGS said they don’t make new eVAL for returning students

I had the same issue like yours, but today I received my SEV.
What you need to do is, you need to get a letter from your university stating that you need to return. The name of the letter is either “student calling letter” or “university invitation letter”.
I have the sample of this letter, in case if you need it, let me know, I will send it to you.-
