Download my sejahtera aap and go to traveller option after that go to apply for home quarantine and proceed with the details and documents they wants. SEV, ticket, vaccination certificate, passport , accommodation details etc.

Yeah i put already all the detail they want but the website is stuck and not accepting my application

Keep on trying, also you could post on Malaysia quarantine support group about ur problem or when u arrive to malaysia tommrow apply for it if there is still quarantine on March.

I don’t understand. Has there been a change on the system? I have always thought the eval is the same as the Val. You download it by visiting the website of EMGS from a pc.
