For students who have already received their VAL and gotten their vdr done, is it ok to take a one way ticket or is a return ticket necessary?

After submission of passport to immigration, approximately, how long does it take for endorsement?

When can dependent pass letters be issued? After sticker endorsement or upon registration at University?
