Emgs has a refund policy indeed.
If you applied directly with emgs, you can request a refund from emgs.
If your application was initially made through your university, then you need to apply a refund with the university.

The date of birth in my waec is 21st while the date of birth in my passport is 19th, Emgs required a letter from waec to cover the mistake but waec refused to write the later to me.
I think you suppose to get affidavit from the court stating your correct date of birth

This seems to be an issue with a local educational authority in your country. File a case with the administrative court in your country to get an order from the judge to make the correction. Discrepancy in the date of birth is a serious issue that will prevent you from joining any university anywhere in the world. The process should not take a long time at your end but better late than never.
And it is very important that you understand the position of a university seeing that discrepancy as a possible suspected fraud. That is why the issue is very serious.

Waec said they have stop changing of date of birth.
This issue has legal consequences on your fate as a student and henceforth a worker. Consult with legal specialists in your country.

1. You can get a refund by contacting emgs directly and explaining to them your desire to abort the application and get a refund.
2. On then other hand, you are asking about a solution for your date of birth issue. I indicated to you what should be done on your country.

I have done everything but emgs rejected it and insist that waec should write a later to them concerning the error in my waec date of birth
