It’s the same
Single entry visa (sev) can be obtained from online or through embassy.
Now almost all nationalities can get it online (e-visa)-

You have to wait for eval before you apply for sev
The percentage will reach 70% before you get your eval

That I have no idea. In my stay here in Malaysia I have never seen money get involved in the process. Except the officially mandated amount.

There is no way you can make in time. Ask for the differal of your offer. And try the next semester or tri semester whichever your institution uses.

If course is starting on 17th that means you still have almost 15 working days. Try be active go answer or provide any required documents to EMGS. You will be ready for your classes. If it’s delayed by a week, still no problem. You will join your classes this November and no need of deferment.. be positive and be hopeful
