I tried that multiple times across the past week and half, but, unfortunately i get the same outcome (Declined 05) failure of payment.

I think you should call for cancellation of this order through emgs and apply for new one

My application date seems to have past Feb 2 2022 but my institution showed me a new offer letter but I guess they haven’t given the EMGS
Could this be why it’s stuck?

You both have to check the history of your application, possibly they requested for additional documents and if you didn’t add it would not move

Ma’am . Your country needs Single Entry Visa . From Malaysian Embassy , unfortunately your country does not include E-visa.
