You will need a single entry visa (SEV) to enter Malaysia. You can apply for SEV at the Malaysian embassy at your country using the VAL document.

Ok but there no Malaysian embassy in my country. What should i do?

As per rules, you can get visa on arrival.

If malaysian embassy are not in your country it means maybe you are from non- sev country..it means your travel document is only VAL

I have once read the regulation, If not mistaken you have to go to nearest embassy in other countries to apply for single entry visa

Liberia requires visa to enter Malaysia but has no Malaysia representative so you are permitted to enter with you eval. Note. U cant get in without the eval and also verify from emgs by sending them a mail of enquiry before buying your ticket.
