Immigration is not working with the full operating power .. Which causes the application que ….
But unfortunately they don’t give estimated time for the application to been submitted

Wait for a copy on your email and when you receive it print it out and take it to the embassy

If it green I think it can but you have to manege with your institute and show them copy of you flight ticket and they gona advice you
