When should I submit my passport to my Uni’s visa department? This is to renew my visa.

My VAL is at 50% and pending submission of my passport. When I wanted to hand in my passport today to my university’s visa department, they said that I can only hand it in 2 weeks before the visa expiry date. Is this true?
