They said right. It’s just you need to understand what process or step they refer to when they quote 7 days time.
The whole process of VAL, from submitting your online application to receiving VAL, it takes minimum 42 days. Yes, EMGS processes your VAL application in 7 days, to send it to immigration department who takes another 7 days. Then your approved VAL comes back to EMGS who take another week to send it to your university which subsequently takes another 7 days to send it to the student. In a nutshell, it takes minimum 6 weeks and often more than that to get your VAL.

My university said he would receive the approval letter in only 14 days. Does this mean that the duration varies from one university to another ??
The process on the end of EMGS and Immigration department do not vary as I have experienced. However whole process can be faster if a university sends supporting documents to EMGS without any delay and similarly sends you the approved VAL as soon as they receive. Else the process remains the same for everyone.
