You are supposed to apply for a Single Entry Visa with your VAL now. Go through the steps given in the EMGS website. The process is outlined clearly. Also read the FAQ section.

By Tuesday you should reach 70%. After that email your institute to send you the VAL.
Then get your Single Entry Visa from your country and then get on the plane to Malaysia.-
When do you reach 70% or 100% when I can travel?

Yes when you reach 70%, you will be provided a VAL from your university. With that VAL you can apply for Malaysian visa and travel to Malaysia.

The process on the end of EMGS and Immigration department do not vary as I have experienced. However whole process can be faster if a university sends supporting documents to EMGS without any delay and similarly sends you the approved VAL as soon as they receive. Else the process remains the same for everyone.

They said right. It’s just you need to understand what process or step they refer to when they quote 7 days time.

My university said he would receive the approval letter in only 14 days. Does this mean that the duration varies from one university to another ??
