They are below 18. They cannot travel inside Malaysia using public transportation unless they are fully vaccinated or accompanied by vaccinated adults. They cannot apply for a dependent visa because they are minors. Reach out to their institution to get advice.

Unclear question. If you are referring to transportation, they don’t need vaccination provided they are accompanied by vaccinated adults.

What I mean is my 2 Children are coming to Malaysia for Bachelors Degree for the first time but none of them is up to 18 years of age. Are they required to be vaccinated before coming. Can they apply for dependent visa for once they settle down since there’s no tourist visa now

as of december 2021, the international student department of my uni said tourist visas are not being issues therefore your kids will have to travel on their own
