Brother I checked on various websites and forums. It seems that Somalia citizens can have visa free entry for 30 days into Malaysia. 30 days are more that enough for you to complete the student PASS application. However, I would recommend if you contact the Malaysian embassy in your country, they can clarify your issues.

Congratulations on the approval of your application. Please note that your eVAL will be available for download within 3 working days from the approval date. If you are from a country that requires a Single Entry Visa (SEV) to enter Malaysia you are required to proceed to the Malaysian Embassy in your home country and apply for the SEV upon receipt of the eVAL.
However if you are from a country that does not require the SEV, you can proceed to arrange for your travel to Malaysia.
Yes it takes time. It will appear within 3 days.
