First of all you must have counselor from the University where you want to study. He/She will guide you forward. Moreover, time of application from start date till approval of VAL normally takes 11 or 15 days However, it depends upon accuracy and availability of all the required documents.
Pre medical form will be send to you and you need to fill it by any hospital in your country. IELTS is up to the University you apply. If they require it before coming you need to give the test before starting your application. If it is required later then once you come to Malaysia then you can give the test.
You can apply from any country it won’t be a problem and you can travel to Malaysia from any country it won’t be an issue. Wish you best of luck.
