I need urgent info.

I have received VAL, travelled to malaysia and completed my registration for PhD. But due to some emergency I returned back to my home country without applying for the Student Pass, and also I returned back my Original VAL for its cancellation because the university management told me to first cancel your current VAL and re-apply for VAL when you come back. My previous VAL was cancelled and now EMGS allowed me to re-apply for VAL.

I re-applied for VAL, but my Offer Letter is outdated. EMGS needs a letter with the latest date from the institution. 
I received below message from EMGS;

1) Please note that the Offer Letter is backdated. The institute or applicant is required to submit a new Offer Letter with the latest date.

I contacted my university several times butthey said to deffer my semester and submit them the deferment letter.

Please give me suggestion what should I do to get New VAL.
