I applied in the public University. Can I get clearance in the immigration department without my University representative??

  Hello Sir/Madam
  My University UTM KL campus said they do not have representative to receive International Student from the Airport. They also said they do not have any car or bus to provide airport pickup service. Please tell me what should I do now
