I have a following question if anyone can help.

I submityed all the documents my masters digree is provisioanal because my university provieds my masters digree certificate afted 2 years i got the approval letter from my Uni and also from my Gov Education Departmen that states that i have compleated the digree but still emgs stoped the processing on my provisional digree by UM has offed me place for PhD and also if UM says that we accept the provisional as it also has the Approvel letters then emgs say it will have no issue so i have mailed UM but theu dont even bother to reply back but my emgs process has again bgain i dont know if they will postpone it again. Why would UM give me an offer letter if they dont accept approvel letters and provisioanl certificte in emgs alos iv wasted 500 or more dollers in this process and this is just annoying and fruatrating
