One of the strangest case i ever heard is
Student from Yemen can enter Malaysia with EVAL without entry visa because their country does not have Makaysian embassy.
I have student here from Yemen who spent here 3 months, asked him if is it possible , he said yup i csme that way

  It’s not because they don’t have embassy, because anyway there is still an evisa through the website.
  But it’s because some countries can enter and get visa on arrival in the airport, same for my country.
