My application is pending on 15% showing that

Based on the circular issued by Jabatan Pendidikan Tinggi on 31st of July 2019 & JPT/GS 1000-630(41)] on 9th December 2019, the Institution is required to submit a ‘Conditional Offer Letter’ detailing the specific English Language requirement set by the University Senate or Academic Board for International Students to achieve within the first two (2) years of studies.
Is there anything to worry about ? Will I have to gave Ielts or any other English test first ?
