Short answer: You need to get the EVAL from EMGS first. Then you need to get the single entry visa either from the embassy or online.

Eval: This document is issued to you after emgs has ensured that your grades are acceptable to study in Malaysia, that you have fulfilled some requirements, that the immigration department does not have problems with you, etc.

Single Entry Visa: Nationals of some countries can travel to Malaysia just with the eval (EU nationals for example). Nationals of the majority of countries cannot travel to Malaysia as students except if they have: eval + single entry visa (SEV). Nationals of some countries can get the SEV in Kuala Lumpur airport (Iraq, Palestine, Yemen, Syria, for example).

Two ways to get the single entry visa:
1. From the Malaysia embassy
2. Online (Hence e-visa).
