When u are back in Malaysia and submitted ur passport. When ur university call to collect it they will be also handing you the ikad ( an id to walk with it in malaysia ) + medical insurance.

Yes, after 70% u can travel but remember you need to apply SEV [Single Entry Visa] if Malaysia need it from your country.
